1. Carry out research to review, refine and upgrade an existing database (containing up to 150 items) prepared by the OECD listing regulations, tools, and indicators used in Portugal to support the design, implementation and/or monitoring of public services.
It is anticipated that this will be achieved through interviews and desk research across the stages:
- The consultant should review the existing OECD research materials and carry out a small number of interviews (to be identified by the OECD) with stakeholders in Portugal.
- The consultant should propose an updated structure or architecture for the database output, to be reviewed and agreed by the OECD, based upon the aforementioned review.
- The consultant should complete the research using this agreed structure.
2. Carry out desk research to review, refine and upgrade an existing database (containing up to 150 items) prepared by the OECD of relevant international examples of regulations, tools and indicators used by governments to support design, implementation and/monitoring of public services.
It is anticipated that this will be achieved desk research across the stages:
- The consultant should review the existing OECD research materials.
- The consultant should propose an updated structure for the database output, to be reviewed and agreed by the OECD.
